However, critics have pointed out that while the initial job creation seems promising, the long-term employment impact may be limited, with data centers typically requiring fewer permanent staff once construction is completed. The mostly minimal and specialized jobs cite security and maintenance as primary roles.

Projected Revenue Losses

The anticipated tax revenue loss from the existing exemption program is estimated at $43.1 million for the fiscal year 2025–26, with projections suggesting that this figure could rise to $51.1 million by the end of the decade. Previous forecasts by former Governor Tom Wolf had estimated this program’s impact could reach nearly $75 million in lost revenue by 2025.

Electricity and Infrastructure Considerations

Talen Energy previously sold a 960-megawatt data center to Amazon Web Services (AWS) for $650 million in March 2024, emphasizing the significant infrastructure requirements for supporting Amazon’s technology-driven needs. The Susquehanna Steam Electric Station generates about 2.5 gigawatts of power annually and will directly provide electricity to the newly constructed data center.
