Conducted by the Philadelphia Business Journal, the analysis showcases significant disparities among districts. The rankings highlight strong performances in suburban areas, with Allegheny County leading, and discussions around the consolidation of school districts are resurfacing due to educational inequalities. Lawmakers aim to streamline operations, though challenges persist in achieving equitable outcomes for all students across the state.

Pennsylvania has unveiled its latest rankings of school districts based on standardized test scores, as reported in the recently published 2025 School Guide. This analysis, conducted by the Philadelphia Business Journal, assessed the performance of districts across the state based on the Pennsylvania System of School Assessment (PSSA) and Keystone Exams over the past three years. The results provide an insight into the educational achievements of the state’s districts, highlighting significant disparities among various regions.

According to the ranking, the top 25 school districts predominantly consist of suburban areas surrounding major cities, particularly Philadelphia and Pittsburgh. Allegheny County emerged as a strong performer, with eight districts making it into the top tier of the ranking. Delaware County ranked second with four districts, while Montgomery County and Chester County contributed three and two districts, respectively. Notably, Bucks County also secured a spot in the top tier with one district.

The districts that occupied the top 10 positions in the ranking are as follows:

  1. Fox Chapel Area School District (1st place)
  2. Upper St. Clair School District (2nd place)
  3. Lower Merion School District (3rd place)
  4. Radnor Township School District (4th place)
  5. Peters Township School District (5th place)
  6. Springfield School District (14th place)
  7. New Hope-Solebury School District (15th place)
  8. Haverford Township School District (16th place)
  9. Wallingford-Swarthmore School District (17th place)
  10. Colonial School District (22nd place)

Additionally, the rankings included Rose Tree Media School District (24th) and Wissahickon School District (25th). The Business Journal’s analysis strictly focused on standardized test scores, meaning it did not evaluate other important factors such as Advanced Placement (AP) exam results, college admission outcomes, students’ safety, cultural inclusiveness, sports and extracurricular options, or the overall school environment. Thus, the ranking offers a limited view of the effectiveness of Pennsylvania’s school districts.

Amidst these results, discussions around the consolidation of school districts have resurfaced, with State Representative Greg Scott announcing plans to propose legislation aimed at reducing the number of Pennsylvania’s 500 school districts to 100. This proposal intends to streamline operations and alleviate the financial burden on property taxpayers while lowering administrative overhead. However, previous attempts at such consolidation have encountered challenges, and the last successful merger was in 2009, which resulted in the formation of the Central Valley School District.

Concerns regarding potential job losses, the closure of educational facilities, and overcrowded classrooms have historically hindered consolidation proposals. State Representative Scott noted that many educational disparities often correlate with the socio-economic backgrounds of the communities served by these districts, amplifying the complexity of achieving equitable educational outcomes across Pennsylvania.

As the focus on standardized testing continues, educators and policymakers may need to consider a more holistic approach to assessing student performance and educational quality. The challenge remains for districts to ensure that they not only excel in test scores but also provide a supportive and well-rounded educational experience that fosters success for all students.
